Opening a Client Account

If your business expects to register notices of securing charge in the Collateral Registry on a regular basis, you will find it convenient to open a client account for it. All transactions will still need to be paid for in advance. Once your client account application has been approved, you may make a payment to the Collateral Registry account at any branch of Da Afghanistan Bank. You must provide the bank with your client account number. The bank will then credit the payment to your client account and you will be ready to begin making transactions. If, however, you expect to register a notice or request a certified search report only once or infrequently, you do not need to open a client account. You may, instead, determine the fee by clicking the Fees button on the Welcome page, and make the payment to the Collateral Registry account at any branch of Da Afghanistan Bank. The Bank will give you a receipt with a number that you may enter when logging in to the Registry of Securing Charges on Moveable Property website to register a notice or request a certified search report. You will use the Non-Client login link to login with a payment receipt number.

Adding and Managing Account Users

If your business becomes a client of the Registry of Securing Charges on Moveable Property, the account may have any number of individual authorized users (for example, managers, loan or credit officers, accountants, etc.). At least one of those authorized users will be designated as a client security administrator, which means that this user will have additional rights beyond those of general users. Those rights will include the right to add or delete authorized users, and to update information about the client account (for example, an address change). The first user added on the account during account creation is assigned as the client security administrator by default. General users will have the right to register notices, search for notices and change their own passwords. A client is responsible for the security practices of its users and for all fees charged for transactions by its users.

Client Account Statements

The Registry of Securing Charges on Moveable Property will provide a monthly statement to each client on the Collateral Registry website, and will send an e-mail notification to the client that the statement is available. The email notification will contain the statement as an attachment in PDF format. Only authorized users of the client account may view the statement. The statement will detail all completed transactions for that month, including a beginning and end balance of the account funds. Any authorized user of the client account may view the client information, current balance and prior statements at any time through the “Update or View Client Account Details” menu option.
